The only requirements that we are concerned with right now are those for population and prosperity. The population requirement tells us how many housing units we must build. The prosperity figures tells us what sort of housing is needed.

If the city is built and operated properly, the favor and peace ratings will take care of themselves. The culture rating will be important at the endgame but not before.

Prosperity

Our prosperity requirement is 50. If you look at the housing table , you will see that 50 is the prosperity cap for small insulae housing. This means that if every house in our city was small insulae, and all other factors were maxed out, our prosperity rating would be (duh!) 50. This is not going to happen this way exactly, so we have to aim a little higher. If we can get our city built so that most of our housing is better than small insulae, then getting 50 prosperity rating should be no problem. Grand and large insulae will do the job nicely, so we will not worry about building villas.

Population

Since we are not building villas, we will only need to consider worker housing. The maximum capacity of plebian housing is 21 persons per housing square. If we use 20 in our calculations, we find that we need a minimum of 250 squares of housing. This is where using a building block comes in handy because you can easily figure out how many blocks are needed. My favorite block is this one:

The "S" squares stand for small statues. This block has 32 housing squares inside and therefore will house about 640 -670 people max. I like it because it is small and versatile. As you will see, I use four different combinations of this block in Lugdunum. To house 5000 people we will need eight or nine of these critters.
