First of all I open the file, immediately save it as "workfile" or "crap" or whatever. Then I save the file again naming it Lugdunum1. I then open up the workfile, and start trying out potential housing areas. I put in the roads and provide water for all my projected housing blocks. When I'm satisfied, I save the workfile for future reference. Before I build one square of roads on my Lugdunum file, I know almost exactly where all my housing blocks are going to be. This is the eastern side of the native area. As you can see, there will be two blocks holding ~1240 people.
